The default CDRouter configuration file sets the testvar eapQuietPeriod to 60 seconds. This value maps to the 802.1x quietPeriod timer on the authenticator used during the HELD state.
In some cases, CDRouter may wait eapQuietPeriod seconds to handle a authenticator that may have moved to the HELD state. It may not always be necessary to wait this interval.
You can try setting the testvar eapQuietPeriod to 0 speed up this process. Some devices may have a shorter QuietPeriod timer or not enter the HELD state at all.
