The perfUploadTcpHighThreshold is the maximum throughput rate in Megabits/sec (Mbits) that is acceptable for a particular TCP performance test. If the throughput measured for a TCP test is above this value, the test will be considered a FAIL. If the throughput is below this value, the test will be considered a FAIL. The default value of 0.0 means that there is no maximum threshold set.
