Is there a workaround for a failing CWMP client?

In some cases, you may want to have the CDRouter ACS enabled and configured but not wait for the initial Inform during the start phase. This may be beneficial in cases where the CWMP client does not respond consistently to the CPE Connection Request URL or where the CPE experiences other failures. CDRouter can be configured to skip the initial Inform during the start phase by configuring the testvar acsSkipInitialInform to yes.
